Delegate Fleischauer moves to amend the bill at page 25,
section nine, line 59, after the word "facility" by striking the
period and inserting the following:
": Provided, that the comprehensive agreement shall contain
a mechanism for relief to low-income users from all or a portion
of the user fees applicable to the qualified transportation
facility."
